Should the United States restructure the FBI, up to and including its termination and the creation of a new agency, and recreate it to reflect the MI-5 model? What strategy components would you take from the MI-5 model, if any, and incorporate into your strategic plan?

The U.S. DHS recently scrapped the oft-ridiculed color-coded Terrorism Alert System in favor of a new three-tiered system. What were the inadequacies of the old system? Is the new system going to be more effective? Explain.

The 2007 National Homeland Security Strategy cites the need for America’s homeland security construct to embrace a more “all hazard” approach to preparedness, response, and recovery efforts. Is adopting an “all hazard” approach going to distract from the counterterrorism mission of key agencies? Is this an appropriate approach for your strategy document to take?

Given the events of the past 10 years and the nation’s current threat profile, is the term “homeland security” still relevant?

Should counterterrorism be predominately a law enforcement effort and all other hazards be embodied by the “emergency management” concept? Why or why not?
